It’s likely that something else happened to the second sniper.
Jackal’s military partner seems to have a guilty conscience when it comes to mercenary work. The Jackal doesn’t hesitate to blow up the rest of his team, but his action likely causes a disturbance in his partner. The whereabouts of the second sniper is a mystery that Season 1 leaves for the future episodes to answer.
