The Golden Rule: No Mask, No Crime
The most important thing to understand is that Kliff is “too honorable” to steal with his face exposed. If you try to interact with someone else’s property without a disguise, the “Steal” prompt will remain greyed out.
To unlock your criminal career, you need a Mask. There are three main ways to get one early:
The Jeffrey Bounty: Visit the Hernand Guard Station and take the bounty for “Jeffrey the Pickpocket.” Catching him rewards you with his mask.
