According to the books by Andrzej Sapkowski, Ciri does not turn into a Witcher because of her uniqueness and Elder Blood powers. She has a separate arc where she dictates her destiny, separate from the traditional Witcher path.
For someone to turn into a Witcher, they need to go through The Trial of Grasses, which transforms humans into Witchers. However, the trial has only ever been successfully performed on male children due to its high fatality rate. This is the biggest reason Ciri’s transformation goes against the established lore.

It doesn’t work within the lore and also she has NO NEED to be a witcher, she has real magic. She would never risk it and it makes you sterile.

Ciri is a special case nevertheless. Her Elder Blood powers make her quite the candidate for becoming the first woman Witcher, which is quite cool to witness. The Witcher 4 is bound to establish fresh grounds for the franchise.
However, basing things on her Elder Blood powers might not be the answer to all the questions. Biological constraints established in the books are one of the bigger problems here.
